Senators have given final passage to the Hiring Incentives to Restore Employment (HIRE) Act (H.R. 2847) by a vote of 70 to 28. In short, this is Majority Leader Harry Reid’s (D-NV) “jobs package.”
Prior to final passage, the Senate agreed to waive any applicable budget points of order against the legislation (including a violation of PAYGO rules) by a vote of 62 to 34. Sixty votes were needed on the motion to waive.
A note from Minority Leader Mitch McConnell’s (R-KY) office states that the jobs bill “would increase the on-budget deficit for the sum of the years 2010 to 2014.” Budget Committee Ranking Member Judd Gregg (R-NH) raised this violation. Democrats argue that the bill is paid for, but just not in that immediate time-frame.
Here are some key aspects of the legislation, per the AP:
Hiring tax incentives — Exempts employers from paying the 6.2 percent Social Security payroll tax this year on newly hired workers that have been unemployed for 60 days or more. Provides additional $1,000 tax credit for workers retained for at least a year. Cost: $13 billion.
Highway programs — Reauthorizes through the end of 2010 the highway trust fund to use gasoline taxes to help state and local governments pay for highway and transit projects. Deposits an additional $20 billion into the trust fund.
Equipment write-offs — Permits businesses to write off equipment purchases as a business expense rather than depreciating them over time. Cost: $35 million.
Build America Bonds — Expands the Build America Bonds program to subsidize the interest costs of bonds for include certain school and energy projects. Cost: $2.3 billion.

This is Paolo....Paolo shoots accessories only for Digital Milano, a photo agency in Milan. This means when someone comes down the runway he’s shooting bracelets, hats, hand bags…maybe if someone else frm Digital Milano isn’t doing them…shoes. Paolo does not speak a word of English except the words; “Como esti” and, also, probaly the words. “This is my spot, no?” We have always said that Glamwire would begin issuing the greatest awards in fashion…and that they would be called…The Paolos (Tm) We are preparing to award out very first Paolo…for best Runway show 2010. We only saw 22 of them…your nominations are appreciated. Our shows…are all below… We will make an 8 by 10 photobased cartoon by Cal Rhodes….with Paolo saying “Ciao” and the winners name and award category and year emblazoned accross the bottom. We will frame one print of the award with minimal but very tastefull matting (maybe no matting….these questions loom in the face of history) with a gilded very chic frame….we will announce the Paolo here first on Feb 28th before midnight. And then present it to the recipient at the appropriate time. Its hard for Richie Rich to fuck up a show. His last collection a year ago in Waldorf Astoria Grand Ballroom was magical. I went in with some club kids and through this tricky maze of Waldorf Astoria back corridors (one of the club kids knew the Waldorf really well..) we entered backstage…it was a Hairspray Wonderland. It was like over the top Elves doing their thing….and everyone was really…nice.
At Amnesia…Noel Ashman’s really excellent giant club (if you like really excellent giant clubs)….the show last night was a disaster. They really made a big deal about Pamela Anderson, to the point where it looked like Amanda Lepore was gonna cry…Pam was very very late….there was no space anywhere….and yes the fotogs definitely started booing. A lot. I was next to some Glamour magazine fotog that I can definitely tell you was the most unpleasant person I ever fotographed next to…and she was fairly nice. The operative word was INSANE as in French Revolution/Michal Alig insane. And unfortunately…tired and played out. Look when Tinsley Mortimer bombs down the runway sans cell phone and is utterly really fucking sexy…your doing something right. But it felt arrogant. And arrogant can’t be Richie. Its not his thing….even if the Olympics are playing and he trained with every single one of the competing figure skaters and its a good time to be a world class skater… as Richie most certainly is.
The tour of his and Pam’s line has been doing badly. 20 people showed up in Miami on Feb 3rd, so they WAY over booked this…and they came out defensively arrogant. There’s nothing wrong with having Pamela Anderson be your muse…she’s my muse…and the muse of the entire Glamwire news team. There are trees from whom Pamela Anderson is a muse. And, sure, Richie personally is great in a club…he frigging skates around (now, with two non skating “bodyguards”)… but when he enters unexpected terrain and keeps it ….magical and kind… it’s better. Other than that, as always, the wildest and most entertaining show there is in New York. The Banana Josephine Baker dancer was amazing but when everything is off kilter…the whole place leaves thinking they attended a fashion show that sucked…..And that’s just not Richie Rich.


PAOLO ALERT!!!!! Right now as it stands, Malan Breton is totally the front runner for the very first Glamwire Paolo Award…for best show of the season. This kid is a total gem. Someone who started selling menswear at Barneys….and is here now. I happen to like New York you might say.
There are many people that did Project Runway…you and I can can’t name one…okay I can name Wendy Pepper because a friend of mine knows her down in virginia….but forget it….you really can’t name one. I can’t at least.
Malan’s show just IS glamour. A love of shiny metallic fabrics yes….but my ass has a love of shiny metalic fabrics…he’s created an aesthetic of his own with his fabrics and he has slight pieces physically for women that scream sumptuousness and are anything but slight in style. That pushed it over the top for us…in fashion usually slight is slight…go home your not bringing anything. Malan brought the most this season…we (Paolo and I ) think he’ll be bringing quite a bit for seasons to come.
